The SHIELD program is a public-private partnership built on information and intelligence sharing. This includes bulletins, assessments, and trainings related to critical incidents and terrorism. The Police Department provides comprehensive physical security vulnerability assessments, exercise facilitation, active shooter/assailant training, emergency action plan review, and more. Many of these services would cost a business thousands, if not tens-of-thousands, of dollars if they solicited a private vendor. The program, in addition to free services, also encourages partnership between the private sector and Baltimore County First Responders, so that important face-to-face interaction takes place, and it does not happen for the first time during a critical incident. This program is also strictly voluntary, there are no dues, and no required meetings.
